Soil Management Plan/Site Mitigation Plan
As part of a remediation or redevelopment of a site with known contamination in the subsurface, a Soil Management Plan or a Site Mitigation Plan will be necessary to ensure appropriate health and safety precautions are taken during excavating and redevelopment activities. A Soil Management Plan/Site Mitigation Plan provides guidelines for grading and construction projects at sites with identified subsurface contamination which require remediation. At a minimum, the document comprises a site-specific health and safety plan, excavation boundary site map, and a contaminant concentration map. The Soil Management Plan provides guidance for identifying impacted soil and groundwater, proper handling procedures, onsite management, disposal of impacted soil and/or groundwater that may be encountered during construction activities, and designs for mitigating measures that control human exposure to remaining hazardous substances. A Soil Management Plan/Site Mitigation Plan provides a description of subsurface contaminants identified during Phase II/III Site Characterization Activities and outlines best management practices to ensure worker health and safety. Lastly, as part of the Soil Management Plan APES professionals provide guidance on permitting requirements, legal disposal certifications, as well as confirmation sampling, and a completion report with all waste manifests and analytical reports.
